Third Air Force Changes Vehicle Registration Policies

Third Air Force is making changes to the way personnel in the United Kingdom will register their vehicles, effective June 2. The most prominent change is the elimination of the USAFE Form-4, more affectionately known as "the pink card". The card will now be combined with the USAFE Form-435/Fuel Card or "blue card" and USAFE Form-374/Driver's Permit, into one single form. The new form will be renamed the Driving/Fuel Permit card and will contain all the information previously listed on all three cards.

This move is in line with Air Force policy that eliminates showing a vehicle credential when coming onto an installation during normal conditions. The new DFP will be carried when driving and will no longer be displayed in the vehicle window or presented at the gate as in past years. However, vehicle owners will be required to present the DFP during increased threat conditions when entering the base or when requested for official purposes.

Another significant change is the responsibility of issuing tax-free fuel privileges. This duty will now transfer from unit orderly rooms to the 48th Security Forces Squadron Pass and Registration section located in building 977 on RAF Lakenheath. In order to switch to the DFP cards, verify tax-free fuel privileges and ensure all vehicles are registered on the installation, the 48 SFS Pass and Registration section will begin a mass issue of the DFP cards during a two-phase process:

- Phase I (June 2 -Aug. 31) Each squadron or organization will have a scheduled block of time to complete the switch to the DFP. Squadrons or organizations will notify Airmen of the dates.

- Phase II (Sept. 1-30) All British Nationals and non-entitled civilians will obtain their "blue topped" AF IMT 75 during this phase. People or organizations who have not obtained the DFP during Phase I will receive a verbal warning. This will be the last opportunity before losing tax-free gas privileges.

To obtain the DFP card if a vehicle is already registered, an Airman or their spouse must provide the following documents at the time of verification:

- A full V5C British registration document in member's name for each car owned
- All old USAFE Forms 4 or 3AF Forms 26 (Pink Card) for each vehicle owned
- All old USAFE Forms 435 (Blue Card) issued to the household
- All old USAFE Forms 374 (Driver's Permit) issued to the household

Airmen will need all the documents listed above to cover each vehicle and each licensed driver. Civilian component members will need their passport with the componency stamp or an original letter from their organization confirming their right to componency.

In the future, to update any issued DFP cards, Airmen must return to Pass and Registration with all DFP cards previously issued to the household as well as each vehicle's paperwork. With the exception of motorcycles, all vehicles within one household will be annotated on the back of each family member's DFP card.

To obtain the DFP card if you are new to the base or have a new vehicle to register, you must provide the following documents:

- All V5's (or part thereof) British registration document in member's name for each vehicle owned
- All old USAFE Forms 4; 3AF Forms 26 (Pink Cards) or any AF Forms 75 for each vehicle owned
- All old USAFE Forms 435 (Blue Card) issued to the household
- All 3AF 435's (DFP) issued to the household (as applicable)
- All old USAFE Forms 374 (Driver's Permit) issued to the household
- All MOT/SVA's (if applicable) for each vehicle owned
- All Certificates of Insurance covering each vehicle owned
- All Road Tax Discs for each vehicle owned

All deployed members will obtain their DFP cards as part of their reintegration process upon return from deployment. A power of attorney is not needed for dependants of deployed members; they can obtain their own DFP card. However, dependant children of driving age will only receive the DFP as a driving permit and will not be entitled to tax-free fuel.

People will not need to obtain a DFP card if they are PCS'ing or otherwise permanently departing RAF Lakenheath prior to Oct. 1 and the status of their vehicles has not changed.

AAFES has agreed to accept both the old "blue card" and the new DFP card for tax-free gas through Sept. 30, after which only the DFP card will be accepted.
