Published Dec. 17, 2014 By Senior Airman Erin O'Shea 48th Fighter Wing Public Affairs ROYAL AIR FORCE LAKENHEATH, England -- The Air Force's Office of Special Investigations created the Eagle Eyes anti-terrorism initiative program to engage members of the Air Force, their families and citizens in the war on terror. Investigators want all base personnel to be vigilant, safe and aware of potential threats. "The intent of Eagle Eyes is to make people more vigilant and more aware of their surroundings and what's going on," said Jacob Swisher, 48th Security Forces Squadron criminal investigator. "We need to be aware of anything criminal or anything that could be used as a terrorist suspicion." Investigators suggest discreetly taking a photograph of the suspicious behavior or individual, as well as recording details such as height, weight, location, time and any other information that may help identify the individual involved. The more information provided, the easier it is for the investigators to search for the individual. "That can be very helpful," Swisher said. "We don't want people to take photographs if they feel like they might be threatened or in danger, but if you can, do it by all means." Investigators stress that all personnel should know how to report and who to report to if they come across suspicious behavior. Living outside of the U.S., it can be challenging to blend into society; however, there are still ways you can help protect yourself and your family when you are off base. "The biggest concern is when you're going out, make sure you're not looking as American as possible and not exploiting yourself," Swisher said. "Always have a plan when you go out, and make sure that someone in your chain of command knows where you're going and if you're leaving the local area or not. Don't bring attention to yourself in a negative way." If a suspicious event is observed off base, investigators need people to be educated on who to report to first. Joseph Branch, 48th SFS criminal investigator, stresses the importance of reporting to the correct officials so the call can be responded to in a timely matter. "What people need to do is call off base first," Branch continued. "They [local constabularies] know about the Eagle Eyes program; they know we have a program that exists for that. You call and report suspicious activity, call 101, tell them the suspicious activity that is going on, as they're very anti-terrorism focused like we are. Their operators can take the information, dispatch patrols, and keep patrols updated as they're on the phone with the caller." Branch continued to explain that local authorities have access to a large network of cameras in town that can provide instant photos to responding officers.
